Raised in Ontario, Canada, Barr contributed stories to the daily <a href="http://www.isfdb.org/cgi-bin/pe.cgi?49039"><i>Detroit Free Press</i></a>, joined its staff in 1876, and founded its weekly London, England, edition in 1881. In 1892 he became the founding co-publisher and co-editor of <a href="http://www.isfdb.org/cgi-bin/pe.cgi?26060"><i>The Idler</i></a>, a monthly London general interest magazine from 1892.
