Published as a book for the 1864 Christmas gift season, with 1865 date, in two editions distinguished by cover color (dark blue, red) and illustrations (black-and-white, hand-coloured).

The Examiner 1864-12-17 p807, "Gift-Books for the Young", notes this work both as contents of Routledge's Every Boy's Annual and as published alone: "Of the books which represent boy-heroes achieving miraculous adventures in all corners of the globe, we are glad to see that Mr Bennett's jest of the young Munchausen is this year the chief and almost only representation."

HathiTrust Digital Library provides full view of the Annual for 1864, evidently the first and containing contents of the monthly issues from 1863 (volume 2?), and some later issues including 1866. Those are not presented as bound volumes of the monthly magazine but they may contain all numbered pages of the magazine.
HathiTrust does not hold any issues of Every Boy's Magazine, as of March 2019 apparently.

Publication date and price from "Routledge, Warne & Routledge's List of New Books", The Athenaeum #1928 (1864-10-08) p474, as "In cloth gilt, price 5s."
That is the earliest notice of the work published as a book, found 2019-03-08 in automated search of 1864 newspapers and magazines. The same listing is last found -11-12, thereafter "5s.; or with Coloured Plates, 7s. 6d." (earliest found -11-19, in "[RWR]'s List of Gift-Books"). The collection of advertisements found in the weekly Athenaeum implies October and November publications.
