The title page does not credit Richard Adams Locke, for the book or the "Moon Story" inside, but all of the preliminary contents by Griggs (pp. 1-45 in contrast to pp. 117-43) concern Locke by name.

U California and U Michigan book plates are affixed to both inside front covers, where university library endpapers would suggest the books has been. The outside front covers appear to be identical: nearly black cloth with relief design essentially illegible, but adequate to discern that they match.

If those covers are original, and "boards" rather than "limp leather", then this is a hardcover publication.
