This translation begins: "Charleston, September 27, 1898.—It is high tide, and three o'clock in the afternoon when we leave the Battery quay; the ebb carries us off shore, and as Captain Huntly has hoisted both main and top sails, the northerly breeze drives the Chancellor briskly across the bay."

This lists Charles F. Horne as the editor (i.e. the Vincent Parke editions of 1911) and the initial text matches the Frewer translation. It includes the introduction by Horne from the 1911 editions. Introduction included in contents as Charles F. Horne, Ph.D., the canonical name in ISFDB. The piece is not 'signed' and name comes from the Gutenberg header.
