Those three are consecutive ISBN, which would not be unusual for two print and one digital edition of the same work. Database records as of June 2022 rely on Amazon which reports ISBN -20-2 as a hardcover edition on the earliest expected publication date. One of these may be the "limited, hand-bound, signed edition" (see below).

Co-author Webb confirms the 1st ed. publication date in a News item dated 2021-09-01, "City of the Sun – Book One was released today", which also credits cover art Kerry Spokes, cover design Greg Chapman. Webb's "Update" 2021-09-16 confirms that the book "has been released in Australia, New Zealand and the UK" although face-to-face launch events have been postponed, then canceled, by pandemic developments. "Virtual launch" 2021-11-17 notes that virtual events now scheduled for 11/12 December will give away "four hardcover copies of the book, and one limited, hand-bound, signed edition".
