Rees Naper and his uncle Milo had never seen eye to eye about the s. Milo feels that the Ishkurian reptilemen have been wronged by the Terrans and could be won over by brotherly love. But his nephew Rees knows the Ishkurians well, that the are filled with hate for all Terrans and can not be trusted. The Terran authorities have decided to withdraw from Ishkur and allow self government.
