According to the kindle edition of Theater Macabre this story is original to this collection -- the 2011 edition of this collection likely pre-dates the anthology American Horror Archived bibliography on kealanpatrickburke.com from late 2003 says "Outside" will appear in the Necropolis webzine in late 2003, and an update in 2004 says Necropolis, ed. N. Foster Tyler (2004). There's not a single mention of this name anywhere online so maybe it never happened and it really wasn't published until this collection.
