According to Gallun's "Starclimber: The Literary Adventures and Autobiography of Raymond Z. Gallun" (p.86), this sequel to "Seeds of the Dusk" was written in the late 1930s, but the new editor of "Astounding", John Campbell, Jr., rejected it. It was eventually published in "Super Science" in 1951.
